Germany Challenging.

New York, November 11. The New York Herald says that in order to evade the Monroe Doctrine, Germany has induced the HamburgAmerican steam line to apply to Colombia for a coaling station near Cartagena. Hon John Hay has referred the matter to the Navy Department.

■Washington, November 11. Senator Lodge, speaking at Washington, said that the Senate would certainly ratify the new Anglo- American Canal Treaty. America must prevent the entrance of any European Power in the American Hemisphere, either by acquisition of territory or the establishment of forts or naval stations. It is believed that the reference is aimed at .Germany, and it is understood that the speech is a forecast of Mr Roosevelt's policy.
