The Legislative Council. WECitINGTON, Nov. 6. The Coun3il met at 2 30. Payment of Members Bill. The Payment of Members Bill passed all its stages practically without debate. Policy Bills. The following bills passed the final stages, Public Trust Office Amendment, Criminal Code Act Amendment, New Zealand Ensign, Railways Authorisation, and Military Pensions.

The House of Representatives The House met at 2 30. Cook and Other Islands,

Amendments in the Cook Islands Bill were brought down by Governor's message. They provided that on all goods imported into the islands from countries other than New Zealand, and which are now on the free list there be paid an ad valorem duty not exceeding ten per cent as the Governor-in-Council may from time to time determine. Mr Hemes strongly opposed the amendment, urging that it was an attempt to make the traders there pay for the expenses of administration. The amendment was agreed to by 34 to 21. Policy Bills. The Companies' Bill, Registration of Births' Extension Bill, and Victorii College Site Bill were read a second time. The Companies' Bill, Registration of Births' Extension Bill, and Mining Act Amendment Bill passed the final stages. The Victoria College Site Bill was strongly opposed in Committee, and eventually progress was reported. WellilNGton, This Day.

After the telegraph office closed the second reading of the Nelson Harbor Board Act Amendment Bill, 1900, was carried bj 31 to 19 after considerable discussion.

In committee progress was reported, and the following bills were put through all stages:—Westland and Nelson Coalfields' Adminiatration, Chatham Islands, County and Public Health Act Amendment.

A Bill to Impose a duty of 3s per 100 feet on exportation of timber, was introduced by Governor's message and read a first time.

At 5 15 the House adjourned until eleven.
