Dr Maxwell has furnished the State Government with a special report on the effects of the Federal Eanaka Bill. He asserts that it will paralyse the industry. One of the immediate affects will be the sloppage by banking and financial institutions of momentary assistance to those engaged in the industry. Assuming that Eanaka must go, Maxwell declares that ten years would be the minimum time required to adjust the industry to the proposed new conditions.
