Melbourne, September 22. The appointment of a Federal Commandant will be made in a few days. Hutton’s name is growing in favor with the Cabinet. Ten Mile Championship. The ten-mile cross country championship was won by Stillwell in 62 minutes 4 seconds. The Interstate Commission Bill. Melbourne, September 22. Mr Chamberlain cabled to Mr Barton that he received a memorial from a number of the great steamship lines protesting against the Interstate Commission Bill applying to the ocean trade on the ground that the powers proposed to be conferred were capable cf being employed to destroy the freedom of contract in traffiio and compel the fullest disclosure of the management of .business. Mr Chamberlain adds that doubtless the Federal Ministers will give full consideration to the protest. Mr Barton says that the message clearlv indicates that the Secretary of State is not interfering in our legislative affairs.
