A new clause has been embodied in the Arbitration Bill, providing that a fine not exceeding £ 1000 or imprisonment, not exceeding six month*, or any person, who, whether they belonged to a Union or not, participates deliberately in a strike or lock out, either before the dispute could be referred to the Court of Arbitration or during the hearing before the Court, and fixing high monetary penalties for non-observance or breaches of the Court’s orders and awards.
