Parts, Sept. 19. The Czar, Czaritsa and President Loubst held a brilliant review at Eheims, The Czar on horseback witnessed a mimic attack, ending in a splendid charge of two divisions of cavalry. He was interested in the new quickfiring gun without recoil. At the luncheon M. Loubet said that the Army was grateful at the Czar’s presence and interest. It was a powerful cenouragement to further efficiency. He drank success to the Bussian Army, united with France by a profound feeling of confraternity in arms. The Czar in replying referred to the perfection attained by the brilliant Army of France, our friend, and regarded it as a powerful support for the principles of equity, on which repose the peace and well-being of the nations.
