Parss, September 19. When the warship Cassini met the Russian Royal yacht Standard, the roughness ef the sea delayed President Loubetgettmg aboard. The Czar and Ozaritza, who suffered from seasickness during the voyage, greeted President Loiibot, and warmly expressed satisfaction at again being under the French flag. They reviewed the French Northern ffquadron. The review included no submarine manoeuvres.

President Loubet landing first, received their Realties at Dunkirk and 6000 pigeons were released and announced the landing. The Mayor presented the Czar with bread salt and fish.

His wife presented the Czarina with the traditional silver fish upon a crimson cushion. At the Chamber of Commerce luncheon Loubet treated the Czar, remarking that the visit was a special compliment to the Army and Navy, -which were objects of incessant solicitude.
