A Peculiar Position. Wellington, September 18. In consequence of the failure of the Government to gazette the appointment of Judge Cooper, it has been found necessary to introduce a Validation Bill, which will bo done this afternoon. This applies to the appointment to the Arbitration Court. The Council does not sit to-day owing to President McKinley’s funeral.
