Berlin, September 3. The members of the Chinese mission assert the Kaiser waived the “ kowtow ” and accords an audience only to Prince Chun and Yieng Chung. Prince Chun thanked the Kaiser for removing the difficulty and has started for Berlin, where he is to remain a fortnight. Hew York, September 3. Colonel Theodore Roosevelt, speaking in Minnesota, said that while commercially discriminating against the foreign Powers America ought to strenuously resist any European aggrandisement on the American continents no matter what the pretext.
