The Taotoi of Kweihwacheng, Mongolia is levying duty on the Kalgan route, which is collectable at Tientsin, thus forestalling the provisional Government. London, August 21. Dr Morrison the special correspondent of the Times states that the protocol embodies twelve articles, including the fol. lowing:— (1) Prince Chin’s mission to Germany. (2) The execution of the punishment awarded to those found guilty in connection with the recent troubles. (3) The prohibition of the importation of arms to China for two years, with a revision for the renewal of a similar period. (4) The settlement of the indemnity on the basis already cabled. (5) The appointment to China of a share of improving the approaches .to Shanghai and Tientsin. (6) The’raising of the forts. (7) The particulars of the proposals for foreign garrisons. (8) The permanent dismissal of ths guilty Chinese officials. (9) The amendment of the commercial treaties.
