AUSTRALIA’S NAVAL DEFENCE.
The Admiral’s Scheme. Received this day at 9 85 a.m, Mbldouenb, This Day. At th« request of the Federal Govern* ment, the Admiral furnished Lord Hope* toun with general terms of what he considers Australia’s need to provide for a practical scheme of naval defence. Ho says the Commonwealth want at least six orusiera in commission ; two first class ones of 7,000 or 8,000 tons displacement and other second-class of improved high flyers type. In addition they should have two such second-class cruisers in reserve. Vessels *ought to be replaced gradually by more modern vessels as the development in naval construction or increase in foreign fleets makes this necessary. Vessels should bo under the Admiral’s Command. Crews should be subject to the Naval Discipline Act under the same terms of engagement as in the Royal Navy. The headquarters ought to be in Sydney owing to repairing facilities and depths already there, while the Federal Government should give facilities in ordfir to establish secondary bases at other parts,
