ARMY AND NAVY PROPOSALS.
Getting Ready for Any Emergency. [per press association —COPYRIGHT.] Received this day, at 9 5 a.m. London, August 15. The Naval Works Bill asking for 4J millions beyond the Bill of 1889 was read a second time by 178 to 82. The Bill includes a million for a breakwater at Malta, and a million for the extension of the Royal dockyards at Keyham; also additional coaling facilities at Gibraltar, Malta and Hong Kong. The Lord of the Admiralty explained that the Hong Kong dockyard will not be transferred to the mainland, the rearrangement having placed 34| acres adjoining the present site at the disposal of the Admiralty.
The Military Works Bill providing for further barracks and port defences was read a second time by 162 against 83.
