The House met at 10 30. The Factories Bill was read a second time pro forma and referred to the Labor Bills Committee. Hon Seddon moved the second reading of the Counties Bill and thought the House should affirm the principle of the bill as it was a great necessity for legislation.
Capt Russell agreed that the time had arrived when the local Government system should be revised, but thought the second reading should bo held over until the select committee had considered the Bill.
After considerable discussion Seddon agreed that the second reading should bo allowed to go pro forma. The House adopted this suggestion and th e Bill was referred to a select committee.
Including in the pairs 67 voted for the Elective Executive, irrespective of the Speaker, those unaccented for are—J. Alien, Hasedend Heke, Kaihau Pere, and Seddon.
Advances to Settlers’ Bill. Wellington, This Day.
The Hon. Mr Mills moved the second reading of the Government Advances to Settlers’ Bill, to empower the Governor-in-Council to raise an additional loan of £2,000,000 for the purposes of the Government Advances to Settlers’ Act, 1894.
The debate was interrupted with the uncheon adjournment.
