ARBITRATION FOR AMERICA.
Lazo Arriga, Minister of Guatemala in Washington, and one of the most scholarly and able men of tho Diplomatic Corps, is preparing for presentation to tho PanAmerican Conference at Mexico next October a plan of arbitration for the settlement of differences which may occur between tho American nations, including claims for damage or indemnity brought by a citizen of one Republic against the Government of another. Mr Lazo’s idea is a permanent tribunal, to bo composed of all tho diplomatic representatives at Washington, and a competent person to bo designated ’.o represent the Government of tho United States, Any one of the Republics having a grievance against a neighbor is to have • the privilege of submitting to this tribunal, and a court of three of its members is to be drawn by lot to hear the case. Tire unsuccessful party will have the right to appeal for a rehearing by all the members of the tribunal in case it is dissatisfied with tho verdict after tho first hearing.
