Opening of State Parliament. - Melboubne, June 18. Parliament was opened to-day. The speech indicated that steps would be taken to abolish the trade coupon system. Extreme caution will also be exercised oyer the State finances. A bill -would be introduced to make the Old Ago Pension Act a permanent measure. It was also proposed to abolish the present educational system, payment to be by results instead of the fixed scheme of salaries for teachers;.
