Sir M. Hicks-Beach, in replying to Mr Hennikor Heaton, said that the deficit on British telegraphs in 1900 was £OOO,OOO, making a total since the Government purchase of eight millions. The public could not have a return on the capital, and at the same time have unremunerative concessions.
