Li Hung Chang and Russia. • Received this day at 9 13 a.m. London, April 29. Li Hung Chang states that eleven millions are starving at Shtndi Paoloff, and declares that Russia is not interested in the Korean Loan.
Japan is fortifying the naval port at Mathmai.
The victim'; of Tuan who had been post humously honored were Hsu Ching Ching Yung Chang and Hsu Yungi. The reason of their being honored is, that they altered the edict for the massacro of foreigners in June, into an edict enjoining the people to give foreigiK-ra all protection possible. The procession at Shanghai behind the remains of the three officials when they were being transhiped to Hangchan for interment in their native province of Chekiang was a renle long.
