London, April 13. The standard states that Chang Chitung one of the Yangtsze Viceroys, on Wendesday reviews 20,000 foreign drilled Chinese troops ready for any expedition. The Telegraph states thatEussia claims the expence for maintaining 123,000 troops in China and for the lossos caused by the destruction of the railroad. The Manchuria claim exceeds that of Germany. Russia's action in making such a largo claim is attributed to the rejection of the Manchurian Convention.

A Shanghai correspondent reports that liußunyi, a Tangtsze Viceroy, has received a letter from the British Government recognising his patriotism and pertinacity in opposing the Russo-Chinese-Manchurian consumation of the Convention.

The Times in commenting on the matter says that it iB hardly doubtful that a similar communication was sent to Chang Chitung, The letters are an indication that Britain is alive to the situation and knows whither most effectively to turn for support in combatting Russia's design on Ciina's integrity. It hopes that the Foreign Office will givo the Yangtsze Viceroys a substantial assurance of support. .
