Sydney, April 10. Mr See has succeeded in forming a Ministry as follows; Mr See—Premier and State Secretary. Mr B. R, Wise —Attorney-General.

Mr B. N. O’Sullivan —Works. Mr J. Perry—Labor and Education. Mr W. P. Crick —Lands. Mr T. Waddell —Treasurer. Mr J. Kidd—Mines and Agriculture. Mr R. G. D. Fitzgerald—Justice. Mr F. B. Sutton —Vice-President of the Executive Counci 1 . Four Preetra’e ex-Ministors and another prominent member of tho party were offered but declined portfolios. It is understood that the refusal is not so much a disinclination to take office but as a spirited demonstration against the proposal by Mr Reid that the majority of the members bo of the Freetrade Party. Mr M’Gowan (leader) and S. Smith, member of tho Labor Party, also declined portfolios. Messers Barton end O'Connor left for Melbourne to-day, and with other Fedcra Ministers remain there till the end of the session. The Federal Government will be administered from tho Southern capital. Mr See dropped two old colleagues— Wood aud Hassal. Fitzgerald aud Waddell are new to office. Kidd was Postmaster-General in a former Protec ionist Ministry. The Labor caucus discussed tho offer of portfolios in the new Ministry. One of rules of the party provides that they cannot accept office as a party unless they hold a majority of portfolios. Messers McGowan and Smith did not care to severe their connection with the party by accepting.
