Li Hung Chang believes Prince Tuan Tung and Fuhsiang, are creating diversion by raising a rebellion in order to secure their personal pardon. London, April 10. Tho Viceroys and Governors of provinces memorialise the Throne to immediately decree that the loyal Princes and Chinese autocrats travel and study foreign countries; that the army be reorganised on western methods; that colleges and schools be extended; that the standard dollar currency be adopted.
