Anglo-Russian Friction
London, March 14. ■ Kinder, an English engineer, constructing the railway siding at Tientsin, was stopped by the Russian General Wobaek, who claimed that the land belonged to the new Russian concession. Major-General Barrow ordered Kinder to proceed with the work, and by an armed force if necessary. General Wobock, appealed to M. Giors the Russian Minister.
