London, March 14. Kruger, Loyds and other Boer envoys conferred at Utrecht and some of the news much upset Kruger. The British Cabinet was suddenly convened yesterday, and it is believed they discussed the question of Botha’s surrender. An announcement in reference to tho matter is expected to-day. Great quantities of food arc being forwarded to Delagoa Bay on to Pretoria —it is believed to be for the Boers who .surrendered.
