London, February 20. In the House of Commons, Sir Michael Hicks-Beach stated that he was unable to indicate the date on which he would deliver his budget speech. To have to haste to evade taxation was possibly premature. Mr Chamberlain said that the proclamation of the Government’s intention regarding the administration of the new colonies in South Africa was withheld in deference to the opinion of Lord Kitchener and Sir Alfred Milner that the moment is inopportune. Sir A. Mi’ner will say when it is advisable to proclaim.
