Russia “ Stocks the Pool” in Manchuria.
London, Feb. 20,
Tsengchi the Tartar general in command of Manchuria, was dismissed by the Chinese Government, having sanctioned tho agreement made at Mukden with Admiral Aloxicff. Russia however, compelled China to reinstate the general. Japan protested at Pekin against China signing tho Mukden agreement during the progress of peace negotiations. The Pekin correspondent of the Times reports Yang Yu, the Chinese Minister at St Petersburg, telegraphs that the proposals with the Russian Finance Minister supplementing agreement between Begchi and Alexieff, the provinces Mukden and Hei Loung Xiang, each have a Russian military official to control tho Chinese police, a Russian civilian controls railways. It is further provided that the commercial concessions of Manchuria shall be reserved to Russia. Russia shall control the inland customs of Manchuria, and native customs at Ninnchwang, but maritime customs on Ninnchwang, shall he paid into RussoChine ho Bank. Russian iandborno goods arc also to bo gran .ed special privileges in Manchuria.
