Dredgers arc converting Port Arthur and falic'nwan. (re-named Port Cahzig) into strong base harbors. The largest of warships will soon be able to anchor in Port Arthur. The military occupation of the Province of Fcngtien in Manchuria by Russia is send-officially minimised. It is stated that it is only temporary. The Odessa correspondent of the Times states that this year thirty-five thousand!Russian troops from Odessa will reinforce 170,000 that Russia already has in the Far East. Others are to go overland. . ,
