0— — — Tbe ordinary monthly meeting of the feilding Borough Council was held at be Council Chambers last evening, 'resent— The Mayor (Mr W. A. L. .ailey), Crs W. Reid, J. Bramwell, P, Thomson, E. Goodbehere, J. Gonld, G. a. Saywell, W. G, Haybittle. Correspondence was received and lealt wi<|b as fellows : — From Cr Shearer asking for leave of absence from this meeting, — Granted. From Rangitikei County clerk applyng for __8 Os 7d this Council's share of .ost of licensing administration, in old listriet. — Account passed From Finance Committee recommending accounts amounting to £84 14s 7d be passed for payment. —Adopted. From Thain and Co, offering to supply drain pipes. From Australasion Incandescent Gaslight Co., re incandescent burners. From tbe Clerk Halcombe Town Board, enclosing resolution to tbe effect " That owing to the hoavy costs incurred at tbe election of Licensing Committee. Tbis Board are of opinion that steps should be taken with the object of endeavoring to obtain the control of the election by tbe Local Bodies." From Treasury, voucher for -£52 Os 6d subsidy due to the Council, From Manchester Road Board, stating it was their intention to repair tbe damage done to Aorangi bridge by flood. It had been decided to erect three 60 feet spans and 40 feet span on iron bark piles ; it was, also, intended to strengthen present piers by driving two iron bark piles in each pier. The estimated cost of work was £1450, tbe cost being apportioned as follows : -Manchester Boad Board 5-12 th, £604 8s 4d; Feilding Borough Council 412ths, £483 6s 8d ; Manawatu Road Board 2.l2ths, £241 13s 4d; Manawatu County Council l-12ths, £120 16s Bd. It was tbe intention of the Manchester Boad Board to apply for a warrant authorising the construction of the work and raising a loan to cover cost. Also, asking for this Conncil's consent te the proposals. From F. A. Monckton, complaining that some person had cut an approach to the Oroua river in Campbell street, thereby allowing the river to cut into his property, which he was unable to protect in consequence of tbe position of tbe street. He asked tbat steps be taken to rectify the mischief done and to stop any person digging in the place referred to. From Mrs M. Hastie and G. B. Bradford, requesting an alteration of names, on tbe rate roll from latter to former for sections 125 and 126, Feilding.-—Altera-tion agreed toFrom C. Wickham, applying for a license to remove refuse.— Permission granted during pleasure of Council. From C. Bray, on behalf of -T. Darragh,. asking permission to erect verandah opposite premises now being erected for the latter.— Permission granted subject. to compliance with bye-laws. From Dr Johnston, reporting a case of typhoid fever. From Mr S. Goodbehere, asking that , tbe metalling on footpath in Manchester street bo continued to Camden street; also, with reference to tbe drainage being blocked from a section owned by his daughter, to which he had already drawn the attention of the Coaneil. From Mr G. E. Little, manager for Ci Pharazyn, stating that the latter objected to any standing bush being felled to assist in protection of Kiwitea bridge ; also, that there was a danger of the river cutting through to Kimbolton road a short distance above bridge, but tbis danger could be averted if tne river was cut through a narrow point at a small cost. Mr Pharazyn was willing to do this if the Council paid balf tbe cost. From J. H. Scott, asking to be relieved of the duty of collecting refuse in town. From R. F. Haybittle, claiming £1 9s cost of repairing brake, tbe axle of which i had been broken in crossing a place in I Kimbolton road where gas mains had recently been put down. From Publio Works Committee rei porting that the footpath in Manchester Street from Grey atreet to Camden Street waa being metalled and would be completed in a few days ; with reference to the application from A. Wilson and Co., the committee recommended that a culvert be placed in drain in front of their property; tbey recommended the ford across the Makino in North Street be repaired and soma trees planted above it as a groin to protect the same; they recommended that South Street be formed from Warwick Street to the railway line as soon as the Council were in funds.— Adopted. In discussing the report of the Publio Works Committee Cr Goodbehere wanted to know what the estimated cost of the proposed works in North and South streets was. He thought an estimate ef the cost should be given before asking them to approve of the proposals. There was no report as to the works whioh had been undertaken or completed, although a 10l of work had been dons dnring the month ; some idea of the cost and nature of the work should bs given. Cr Fowles, as chairman of the Publio Works Committee, explaintd tbat he in* tended including in the report what had been done to protect the enoroaohment of the Kiwitea stream on the Kimbolton road but unintentionally omitted it in writing out the f eport. Trees had been placed to prevent turther encroachment and the banks had been sloped and willows planted. The cost of the ford at North street would be about £5 and for forming and metalling Soutb street about £70. Cr Thomson, as a member of the Public Works Committee, was of opinion tbey should have an Engineer as it was too muoh to ask the Committee to report on such works as referred to and give an estimate of tbe cost. Personally he had no idea of the control of a river. The Mayor said the ford at North Street was only a small matter and what tbey would pay an Engineer would do the work. As to tbe Kiwitea stream it had become necessary to protect the road, but the labor done would not cost mucb, only about five days work being done to it. The work of protecting this river was likely to become an important matter. From the secretary to the Wellington Harbor Board, enclosing copies of a Bill having for its* purpose the alteration of the constitution of the Board with the view to giving representation to the suburban boroughs and to tbe Mana . watu and Pahiatua districts ; and asking for tbis Conncil's approval. The Bill proposed the redistribution of the existing seats and to increase the number of members from ten to eleven, allocating the new member to the Manchester, Oroua and Horowhenua counties jointly with the boroughs therein. From Pahiatua Borough Council, for*-** warding resolution to the following effect, viz., " That this Council cannot see its way clear to support the proposed change in tbe Act in its present form, I seeing that there are only three members | suggested for tbe couutry districts with a population of 59,177 as against three for tbe city with a population of 87,441. This Council Is of opinion that seeing tbat tbe chief exports and imports of the harbor are raised aijd consumed by tbe country districts it is only fair that they should be represented pro rata of population at least. This Council would, therefore, recommend tbat a redistribution of representation on a population basis be mado in the Bill before presentation to Parliament to become law. It would, therefore, in the opiniou of tbis Council, be desirable that a. meeting of delegate, from the various local authorities meet, say in Wellington, and discuss' tbe question of tbe proposed

From Pohangina County Clerk, asking how the proportion of tbe licensing expenses was arrived at. From Lighting Committee recommending lighting Council Chambers with fis -Resolved, That ihe lighting committee be authorised to have the gas laid on to the Municipal Buildings and choose gas fittings. The Mayor reported that owing to {•Tcssure of work one or two extra sur-ace-men had been employed. Resolved, Tbat tho amount of £535 7s 2d being balance standing to the credit of interest account ou Ist April be handed to the Sui king Fund Commissioners for investment. Rosolved, on the motion of Cr Fowles and seconded by Cr Thomson, That Mr Bray, senr-, be asked to prepare plans and specifications for the formation and metalling of South street from Warwick etreet to tbe railway line, and, also, give an estimate of the co*t of the proposed work.— Ayes— Tbe Mayor, Crs Bramwell, Beid, Haybittle, Thomson, Fowles, Goodbehere. Noes — Crs Gould and Saywell. Proposed by Cr Goodbehere, seconded by Cr Saywell, That the written consent of this Council to contribute to tbe cost of repairs to Aorangi bridge in tbe proportion of 4 12ths beforwarded in accordance witb request of Manchester Road Board.— Carried. Resolved, That the footpath fronting the Square in Kimbolton road (both •ides) from the stables to E. Martin's be formed and metalled. Resolved, on the motion of Cr Goodbehere, seconded by Cr Fowles, Tbat with reference to claim made by Mr R. F. Haybittle, the Mayor be requested to try and amicably arrange the matter with tbe Gas Company. Resolved, That this Council cannot see its way to contribute anything towards rent of cottage occupied by Mrs j Short. i Proposed by Cr Goodbehere, seconded ; by Cr Fowles, Tbat the attention of tbe ranger and poundkeeper be drawn to tho large number of horses running at large in tho centre of tbe towu during the aigbt and early morning, and he be informed that he must endeavor to put a stop to tbe practice.— Carried.
