(Per Press Association.) Pretoria, February 7. Tbs Transvaal authorities have arrested as a vagrant, a rich coloured contractor from Capetown who had a panport signed by Lord Bosemead. This action it is said is due to the fact that the man had no badge pass showing whether he was a servant or a master. Conyngham Greene, a British resident of the Transvaal, and Lord Rosemtad are enquiring into the incident. It is reported Dr Legdi resigns the Secretaryship of the State of Transvaal and that Mr Klotze succeeds.
