SECOND READING PASSED BY THE COMMONS. (Per Press Association.) Lokdon, February 4. In the House of Commons, Mr Faithfull Begg, member for St Rollox, introduced a Bill extending the franchine to women. It was read a second time by 228 to 157. Mr Balfour, Mr Ritchie, Sir John Gorst, Mr Findlay, and Mr Courtney voted for the Bill, and Sir Vernon Harcourt, Mr Goschen, Mr Asquith, Mr M. W. Ridley, and Lord George Hamilton against it.
