Kiwitea County Council.
The ordinary monthly meeting of the above body was held at their offices, Feilding, on Saturday last. Present— Crs W. F. Jacob (chairman), A. H. Tompkins, F. Pemberton, A. H. Atkinson, 11. G Shannon, J. J. Williamson, J. ! J. Corry, Brewster, and W. Jones. Correspondence was received and dealt with as follows : — Erorn Clerk Pohangina County Council stating that Council did not receive subsidy on general rate for 1892 - 93, and asking if a portion of the subsidy received by the Kiwitea Road Board should have been handed over to the Pohangina Road Board— Referred to agreement at separation. From D. Hickford, applying for tbe position of roadman in tbe Rangiwahia riding. From the following re change of names on rate roll:— F. and O. Kobertstein in place of M. A. Barnes for section 46, Block VII, Ongo ; Mrs G. M. Stewart in plivce of G. Kidd section 241, townspip of Sandon (Kiwitea). — Alterations agreed to. From W. N. Armstrong, withdrawing from contract on Kiwitea-Tapuae road, with J. Stuart, in favor of the men who had not been paid their wages. From J. L. Stuart, re same, and surrendering contract. From H. Thompson, W, Gongb, F. Newall, J. Rocket, D. Dannahy, W. F. Spence, J. Smyth, S. Lyne, G. Cowen, attachment order against money due to Armstrong and Stuart on KiwiteaTapuae road contract. From District Lands and Survey Office, forwarding plan of Mangatutu road, which would be sent for proclamtion of the portion of road taken. Also, re metalling on Kimbolton road, and stating that in thefinterests of the Crown tenants it was necessary to commence metalling at Pukerimu road and continue it towards Rangiwahia ; if funds ■wero voted by Parliament next session for the extension of metalling towards Wuare road, then it could be done, but at present the instructions already given should be carried oat. From J. Benseman, drawing attention to dangerous state of entrance to pit opposite his property where horses were watered, and suggesting that the Council should widen it to prevent further accidents, three having occurred already. — No action taken. From J. Carey, stating he had completed felling bush on Rangiwahia cemetery and road line, stating it was worth £2 an acre, and asking the amount to be set against his rates. Engineer to inspect and report. From G. Martin, requesting payment for bushfelling on road line.— No money available. From W. A. Prichard, account for bushfelling on Mangatikei road and requesting payment. — Account passed, half cost to be debited to Pakibikura loan account. From W. Stretton, asking the Council to make a none foot bridle track (27 chains) to give him an outlet, and enclosing £5 as a subsidy towards cost. — Work to be proceeded with at once. From Treasury, voucher for £400, on account of Pakikikura Mangapapa and Maagatieka road ; also, £400 additional loan for construction of Vinegar Hill road. From E. Jackson, agreeing to exchange of road on section 3 block XV, Hautapu, as shown on plan. From T. Looney complaining that Mr Coote had erected sheep yard againnt his garden fence and asking the council to have it removed. — No action taken. It was reported that £24 7s 9d was received lor the right to cut grass seed on the roads within the county. The Engineer reported that Messrs Stewart and Armstrong had abandoned their contract for forming asd culverting 288 chains Kiwitea- Tapnae road; there were about 65 chains of road under the contract not formed and the work generally required some attention. He estimated that it would cost about £130 to complete the contract and the money in hand was £125 in addition to the deposit of £12. He recommended that the contract be cancelled and completed by day labor. He, also, reported that M. Doherty had abandoned hi 3 contract on Whare road. Resolved, That the consent of this Council be given to the deviation of Mangawharariki road through Bection 3, block XV, Hautapu, as requested by Mrs Ellen Jackson. Resolved, That the names of thirty ratepayers be drawn at this meeting from the list of ratepayers whose rates are not yet paid and that they be summoned before the S.M. Court. Proposed by Cr Tompkins, seconded by Cr Pemberton, That the clerk apply for a further advance of £90 on loan No 10 account (Peep-o'-day road.) — Carried. Proposed by Cr Shannon, seconded by Cr Brewster, That tenders be called for the delivery of 800 yards of metal on the Waituna Valley road and 100 yards on the northern line.— Carried. Resolved, That the next tender of £21 be accepted for contract on Whare road and that £5 be charged to Otamakapua and £16 10s to Hautapa ridings. Resolved, That two water troughs beput in between Beef Creek and Mr Richardson's on the Kimbolton road, the sites to be fixed by tbe Engineer, cost not to exceed £2. Proposed by Cr Tompkins, seconded by Cr Shannon, That the Engineer call for tenders for supplying 250 yards of metal on Kimbolton road from Edward street to Spur road ; tenders to be dealt with by the chairman, councillor for the riding, and engineer.— Carried. Proposed by Cr Tompkins, seconded by Cr Shannon, That the Engineer call tenders for about 200 yards of metal on Mcßetb's line ; and for tenders for metalling Peep-o'-day road for amount in band, tenders to be in in a fortnight and to be opened by chairman, Engineer and Councillor for the riding. — Carried. Proposed by Cr Jacob, seconded by Cr Williamson, That Mr E. Goodbehere be appointed clerk, treasurer, rate collector and returning officer at a salary of £160 per annum and the usual fees for receiving nominations and taking polls. Tbe engagement to be termin. able at any time after the receipt of the three months' notice in writing. — Carried. A special meeting was held for the purpose of passing a special order levying a rate of l-250ths of a penny in the £ on the rateable property within the country for the purpose of covering interest on loan of £150 for providing share of cost of repairing the Onepnhi bridge. Mr W. F. Spence waited on tbe Council on behalf of the workmen on Messrs Stuart and Armstrong's contract, Kiwi-tea-Tapuae road, and offered to complete the contract for the balance of money in hand. Mr Robinson who, also, waited on the Council, desired that the Council should take the contract over and complete it by day labor. He and oth,er setters were waiting for the completion of the roail to get their wool oat. It was pointed out that $he Council could only deal with the matter either by calling fresh tenders for the completion of tha work or to do the work by day labor. Proposed by Cr Shannon, seconded by Cr Atkinson, That the Engineer be instructed to call fresh tenders for the completion of Stewart and Armstrong's contract. Tenders to be sent in within a fortnight and to be dealt with by the Chairman, Engineer and Councillor for the riding. — Carried. Resolved, That the Engineer be instrncted to make a careful estimate of the cost of metalling and completing the roads in the Sandon Small Farm Block. Proposed by Cr Pemberton, seconded, by Cr Brewster, That the Council call tenders for forming, draining and metalling the Kimbolton road from Mr Stent's section to Mr Lay's, and for delivery of 100 yards metal between Beef Creek and boundary of Apifci riding. Tenders to be in in a fortnight and to be dealt * with by the chairmam, Cr Tompkins, and the Engineer. — Carried. In discussing this motion the chairman stated he bad not invited tenders tor this work as instructed at last meeting as a satisfactory reply bad not been received from the Government with respect to the request to have the grant of £500 spent in the repair of the Kimbolton road to Whare road. He had seen Mr Manning, who was in charge of the men working on the road in connection with this grant, and was informed that there would be a balance in hand after the road had been completed from Pakerimu road to Rangiwahia township which would probably be sufficient todo the work from Carey's to Whare road. He (the chairman) was in favor of getting the portion of the road in question completed if it was possible. Cr Pemberton stated the settlers desired that the road through the township should not be touched, but that the Government grant should be spent in completing the road to Lay's after tbe piece in course of construction was completed, and he thought the Government overseer would do this. Resolved, That fresh tenders be called for metal on Eimbolton road within the Kimbolton riding ; tenders to be in by next meeting. Resolved, that the sum of £37 19s be transferred from Apiti to Rangiwahia account, ench sum to be accepted by both ridings as a settlement of overdraft olaim between the two. The following tenders were received. Collecting dog tax for year 1897.— W. 8. Barber, £51 10s (accepted); T. A. Bryce £45 2s lOd; H. Whishaw £51 3s 9d. Trimming and mettalling Reserve and Rangitikei east roads, 143 chain • :— A. J. Pettigrew, Jtl 14s 6d per chain (accepted) B. Lyon and Son, £1 15s per chain ; J. Shapleski £282 8s 6d ; J. McColl, £2 6s 6d per chain. Vinegar Hill road ; J. Shapleski, £131 16s (accepted) ; JR. Lyon and Son, £148 10s 6d ; J. McColl, £137 10s. Supply 100 yards metal Waituna riding —A. Natyke, 3s ordinary and 4a stream, (accepted) ; E. Charles 3s 6d and 6s ; A. J. Pettigrew 3s 3d and 6s 6d. No tender was received for making bridle track on Mangatntu road, there not being sufficient funds in hand. Fresh tenders will be invited after March 31, when additional loan money will be available. The Council then adjourned.
