The Crisis in Turkey.
(Per Press Association. I Constantinople October 31. The Powers are insisting on the withdrawal of tbe war tax, foaring that it will be an incitement to massacre. Sbeik Islam is nominally a guest at the Yildez Palace, »he residence of the Sultan, but is really a prisoner. The suggestion to hold a Congress to discuss the drastic revision of the treaty of Berlin has greatly alarmed the Sultan. Bussia proposes to reduce the annual instalment of the Turkish indemnity by half.
