As the electora are likely during the coming contest to hear a good deal for and agaiast the Old Age Pension Scheme of the Government, we now publish some details of the Registration of the People's Claims Act, which took the place of the rejected Old Age Pensions Act. The real object of the Claims Act is to ascertain what the probable coat of a pension scheme would be. To accomplish this end power is given by the Act to appoint Registrars who will receive all claims for old age pensions sent in not later tfan March Ist, 1897. The condition* which entitle a person <x> a pension certificate are that be (or she) must bo

65 years of age or more ; they must have resided in the colony for 20 years, and of this period tbe last three years of residence must have been continuous ; and the applicant must not have been absent from the colony for more than 18 months during the 10 years immediately preceding his application. Furthermore, his total income (inclusive of his personal earnings) must not exceed £50 per annum. A person whilst in prison is deemed to be absent from the colony. Full investigation is to be made by the Registrar into every claim made, and the evidence of the claimant must be corroborated upon the material points. A record of the claims made is to be kept, and in the event of an old age pensions fund being established at some future date, the investigations made under the Act and all pension certificates issued will be available as evidence in dealing with claims then made. The formal questions to be put to each applicant for a pension certificate are : Full name, occupation, and address ; place and date of birth ; place and date of arrival in New Zealand, and vessel ; applicant's next birthday ; and ab sence from New Zealand since arrival.
