Municipal Corporations Act Amendment.
Two Acts were passed amending the Municipal Corporations Act of 1886. The first of these was brief. It simply gave persons on the defaulters' list the right to vote at any election for Mayor, or at any poll for a special loan, on payment of rates and all costs and penalties due. The second Act was devoted almost wholly to providing power and stating the method of procedure to enable Borough Councils to stop stress. Numerous conditions are provided in order to guard against injustice being done by the closing of any street. Amongst these condition are a public meeting of ratepayers and a vote thereat and also a decision from a Stipendiary magistrate on the subject. In case of the vote of ratepayers being against the street being closed, no fresh proceedings will be taken for twelve months, while if the magistrate decides against it,_ it cannot be again brought up for a period of two years. The remaining clauses of the Act are designed with the object of improving without materially altering the present law.
