(Per Press Association.) London, October 21. To-day being the anniversary of the Battle of Trafalgar, Nelson's statue was gaily decorated. Among the wreaths placed on the monument was one from the Colonial Institute. The newspapers in patriotic articles insist that the nary should be increased. The Imperial Parliament meets on January 20th. The statement that Jameson and Willoughby are to be released is denied. Madrid, October 21. General Weyler, in Cuba, attempted to detain an American vessel for refus ing to surrender a passenger who was on board. The American Consul threatened Havanna would be bombarded unless the vessel was permitted to sail, and ultimately she was allowed to leave. Berlin, October 21. In his recent address the Emperor declared that the present generation would not see German colonies a success, and added that his enthusiasm over the matter was quite exhausted. The Czar paid a return visit to the Emperor at Wiesbaden. The Emperor William visits the Czar in summer. Capetown Oct. 31. Lieut. -Colonel Baden-Powell captured Wiedza's stronghold after two days' fighting. It is reported Lord Grey, Administrator of the British South African Company, retires from Rhodesia in February.
