(Per Press Association) JjOndon. October 5. The banks in Constantinople are now able to scud securities aboard in safety. October 6. The Chronicle gives publicity to a statement, that the Marquis of Salisbury has convinced the Czar that the deposition of the Sultan would not provoke the massacre of Christians. Sir V. Harcourt, speaking at Kbbinvale, said he was iv favor of a cordial agreement with Russia covering the entire Eastern question, and he would obliterate the Cyprus Convention. Separate action by England would be porilous, but he regarded it as useless to attempt to maintaiu Turkey. Vienna, Oct. 5. In a speech at the prorogation of the Hungarian Diet, the Emperor expressed the opinion that the peace of Europe -was not likely to be disturbed over the Eastern question.
