The Czar's Visit to England.

(Per Press Association) London, Sept. 24. The Czar confers the Order of St. Andrew on the Duke of York, and the Queen confers tho Victoria Order on the Czar, and that of Victoria a.nd Albert on the Czarina. The Czar remains at Balmoral for ten days, and the Marquis of Salisbury a wcc'k. The Vienna newspapers fear that improved relations between Great Britain and Russia will ensue, as a result of the Czar's visit to the Queen.
