It will be a great disappointment to ttjany that by an error in calculation on the part of those who undertook the duty of arranging the pre ' liminaries, the proposal to light the business portion of the Borough with the electric light has fallen through. However, we must accept the inevitable and be prepared to consider any offer the syndicate may again make to undertake the work. At first we were disinclined to support any scheme whereby the ratepayers wight be made to alienate an) r of their rights or privileges in this connection, but sooner than not have the town properly lighted we will be prepared to consider from a new standpoint the merits and demerits of any scheme which may now be laid before the ' Borough Council and the ratepayers. We have gone so far, aud we hold that where material benefit of the Borough is so much concerned there should be no going back. The very liberal support promised by the business people

in the first instance will dr an encouragement for the syndicate to propose terms which will be acceptable to their hoped-for clients, and at the same time profitable to themselves. In a recent issue we quoted from an Act introduced to the House by the Premier, but which has not yet become law, j prepared with a view to keep to con- j trol or power of establishing Electrical- j Motive Power in the hands of the j Government, by declaring " it shall not be lawful for any local authority to grant to any person any right or concession for the purpose of either generating or using electricity as a motive power without in each instance obtaining the previous consent of the Governor by Order in Council gazetted." Whether this will prove a stum bling block, remains to be seen In conclusion, we must express our deep sympathy with the Mayor, Mr W. A. L. Bailey, for the unlucky consequences of an oversight, whereby he has lost the. expected benefits of much hard work and anxiety.
