TO THE EDITOR. _ Sir,-— I have waited a locid explanation without avail. The answers given are foggier than the problem. I submit the following and will give you, when received, the decision ot the Government Insurance Actuary, to whom the question has been submitted. Meantime try this : " A receives an increase at the rate of 4-10 per annum twice a year. He also receives £5 start in the first year which is not received by B. This £5 yearly constitutes the only difference between them." I am, &c,
