Moreover, he is L, thoroughly appreciated by the_ Volunteers of all ranks throughout his large district: for although a strict disciplinarian, there is nothing of the martinet in bis composition, and in matters of practical detail he is always ready and Willing to teach "the raw recruits, or to give timely and serviceable hints _ to those more mature in the service. Colonel Newall has been to a large extent the medium of assisting to revolutionise the old methods of drill which proved so cumbersome in the past, and which have been superseded by others of a more modern nature, giving the men every opportunity by simplification pf performing those movements so necessary in perfecting themselves in drill. Sneh a valuable officer certainly deserves speedy promotion, and such would, meet with every appreciation from the volunteers who serve under him. ,* '. .
