Pohangma County Council.

The above body met at their offices, Poh angina, on Saturday. Present — Crs H. Dickin, (chairman) W. Vicary, E. Bell, A. A. Wagstaff, C. Selby, R. W. Brown, H. Fraser. The minutes of the previous meeting were read and confirmed. Correspondence was received and dealt with as follows : — From W. S. Barber, stating the dog registration office was at Mrs Elderkill's boardin? house, Pohangina. — agreed to. From J. Buckman, T. J. Clapham, and four others objecting to the manner in which work on Table flat road was done.— Work not yet passed by Engineer. From Survey office, enclosing tracing of roads in Coal Creek riding. From Barbara Rankin, asking that a road be made to her section, Apiti. Prom Department Lands and Survey, stating Government bad granted £150 for road through Pohangina Valley reserve. Also, that proposals for expenditure of thirds had been approved. From Treasury vouchers for £422, first advance of loans for road in Awahou riding ; .£I3OO loan for work in Tamaki riding ; £286 for Branch road from Terrace road to the river ; £992 Apiti bridge loan ; £205 portion of Government grant for Apiti bridge ; £233 0s lOd amount of hypothecated thirds to January 31st, 1896 ; £50 Survey Department grant ; £87 7s lOd ordinary thirds. From P. McConnell, Apiti, asking that a track be made to his section in the township. From following, accounts for bushfelling :— D. Bacon, A, E. Terry, S. Symonds, S. Etherington. From Phillips and Co, stating that they were unable to get metal for Varley's road where expected and asking to be granted a rise on contract price — Left for next meeting for Engineer to report. From the Engineer, Mr H. J. Hayns, a report in which, amongst other works mentioned, he stated he had prepared a loan proposal for wotks on Awa road and thereabouts. The following tenders were received and opened by the Engineer and Cr Bell on February 24th, for metallling Main ridge road J — T. McCarthy Is Hid (accepted) ; Jos. Shapleski, 2s 2d ; C.'McColl, 2s 3d ; B. Poole, 2s 4d. A petition was presented by Cr Selby from ratepayers in the Pohangina riding, requesting that the road down the bill between Sinclair's and Curran's be widened to enable two vehicles to pass ; also, that the road at the foot of Holly's hill be metalled. — Consideration held over till next meeting. A motion by Cr Vicary, seconded by Cr Selby, That Mr Hayns be retained in his present position until December 31st, 1896, was lost by 4 to 3.— Crs Vicary, Selby, and Bell, voting for, and Crs Dickin, Wagstaff, Fraser, and Brown against. The Chairman said he felt bound to vote against the motion in view of the fact that applications had been invited, and were in that day, for the positions of clerk, engineer, etc., and that Mr Hayns was eligible for reappointment. Resolved, That Mr H. Stewart be granted permission to straighten his fence on Finnis 1 road, from his entrance gate to the west corner of his section, and to take earth from the road to level ground around his house, subject to the approval of tbe Engineer. Resolved, That the rates amounting to £1 8s 9d, paid to this Council in mistake, be refunded to F. W. Noffke as his section is in the Eiwitea County. Resolved, That a slaughter license be granted to H. Osborne when the conditions of the Slaughtering Act have been complied with. Resolved, That all accounts owing for bushfelling in Apiti township be paid. Resolved, That D. Bacon's account of £3 for bushfelling in Umutoi riding be paid. Resolved, That the inspector on the Apiti bridge be paid 10s per day. Resolved, That the Engineer get obstruction removed off roads leading to section 174, Apiti. Resolved, That the roadmen of the Mangaone riding (Harrison and Taylor) be instructed by the Engineer to cut a drain on the Awa road to carry off rain water at bend of the road where traffic becomes very bad during the winter, cost to be charged to Pohangina and Mangaone ridings. Resolved, That the name of H. H. Liddle be placed on rateroll in place of T. K. and O. S. Tyerman for sections 1, 11. and 13, Block XI, Apiti ; W. F. Elkington in place of J. G. Oldbam for sections 6 and 7, Apiti ; E. Chaman, in place of C. Ostberg for section 112, Apiti; E. S. Grange, in place of A. W. Sherman, foj sections 74 and 76, Block IX, Pohangina ; Jas. W. Wilkinson, in place of G. A. Lyne, for section 45, Block X, Pohangina ; Barbara Rankin, for section 31, Block XH, Apiti. Resolved, That the Minister of Lands be requested to have a six-foot track cleared and formed from boundary of Tamaki riding to connect with present formed track on the Makiki road, Salisbury Block, as early as possible. Resolved, That tenders be called for clearing and stumping the whole of the road through H. Fraser's property ; tenders to be in by next meeting of tbe Council. Also, for widening part of the Apiti road through T. Hirst's property. A special meeting was held, when a special order was made striking a special rate to cover interest on loan of £4668 for construction of work, jn Po,hangina riding ; also, for interest on loan qf £}000 for loan for Pohapgina -town* ship. Resolved, That tenders be invited for leasing the bridge seserve, Apiti ; tenders to close at next meeting. Resolved, That the Engineer get about 13 chains Main Cross road, Apiti, formed and metalled to connect with the Coal Creek riding, the same to be paid for out of general rates, to be afterwards trausf erred from loan. Resolved, That the consideration of the applications for the position of Engineer, clerk, etc., be deferred till Saturday, April 4th. at 11 o'clock. Resolved that the following tenders be accepted : — Contract No. 89— Formation, metalling and bridge, Awabou riding, Thomas Young, L 415. Contract No. 90—90 feet bridge over Dundas' creek, R. Lyon and Son, ±'265. Contract No. 91 —Formation, metalling and bridge, Tamaki riding, R. Lyon and Son £220. Contract No. 92— Metalling 80 chains Tamaki riding, T. Young, £194. Contract No. 93 — Formation, metalling and bridge, Tamaki riding, R. Lyon and Son, Contract No. 94 — Formation and metalling on Branch road, S. McMillan, £204 Is 6d. The Council then adjourned.
