(Per Press Association.) Pakjs, March I'^. The French Government explain that tfye no.te sent to Lord Du^Eerin merely intended to re.-open the financial' flue'sticn, and they desired to maintain cordial relations with England. A£. ißerthelot had an interview with Lord Duft'erin of a cordial nature.
