(Per Press Association.) London, March 10. The House of Commons approved of Mr Goschen's naval programme by 261 votes to 45. Mr Goschen said the Government was already able to man every possible ship with the help of eleven thousand reserves. 1 In replying before the final vote was taKen, Mr GoscUen said the programme ought not afford provocation to any Power, since it was arranged in November — before any of the recent international complications had arisen.
