9 (Per Press Association.) Sydney, Feb 28. The Wesleyan Conference has resolved that in future all circuit grants be prospective. The Circuit and Sustenance Society Efficiencies and Special Help Funds are to be capitalised, and the amount will be covered by a special loan from the Bequest Fund. The new scheme will throw upon each minister the responsibility of his term of incumbency in the circuit. This Day. The steamer Chilka, which is at Newcastle loading coal, bad a narrow escape from a serious accident. A trimmer saw water rushing from the engine room, and discovered it contained six or seven feet of water. It was found the injection pipe was not closed down. The pumps were set going and kept the water down till the mishap could be remedied. Melbourne, This Day. Mr Price Williams, Railway Expert, has written a second letter to the Premier, repeating his assertion the permanent way between Melbourne and Wadong was in such a bad condition as to be dangerous to run trains at express speed. Brisbane, This Day. The Executive of the Separation League has decided to issue a manifesto urging the electors of the Central Division not to support any candidate not distinctly pledged to separation.
