Ponangina County Cuouncil.

The regular monthly meeting of the above body was held at their, offices, Pohangina, on Saturday last. Present — Crs H. Dickin (chairman), H. Fraser, W. Vicaryi E. Bell, A. A. Wagataff. , The minutes of the previous meeting were read and confirmed. Correspondence was read and dealt with as follows: — From Grs R. W. Brown and C. Selby applying for leave of absence from this meeting.— Leave of absence granted. From Bacon, applying for permission to fell bnsh on roadline between sections 23 and 25, Umutoi riding.— Granted on usual terms. • r . , ; From J. G. Browne, requesting the Council to form one chain of road to enable him to cart timber on to his section. From J. McKenzie, Pohangina, applying for slaughter license— Granted. From G. A. Lyne, asking for a settlement for roadline fence and he would settle for dog tax for last year. From the following re change of names on rate roll:-F. Clissold to W. T. Oakley for 130 acres part sections 10 and 11, W.H.8.8. ; J. Aitken to W. S. Porthonse for section 15, Block V, Pohangina ; M. P. Mai in place of J. Palmer for section 33, Pohangina; G. Watson in place of G. R. Richards for sections 18, 19, 20, Pohangina. From Treasury, stating the loan of £692 for the Apiti bridge was now available. From J. Matthews, Pohangina, applying for lease of river bank opposite Mr F. Sullivan's. From G. Buckman, Apiti, applying for payment for bashfelling on road line. From J. Symonds, account for bushfelling on road line. From T. Curran, objecting to being rated for section 16, Block X, Pohangina, as he had not given his authority. From Commissioner of Crown Lands, re road from Main Ridge road to Coal Creek, stating that all the money coming . from the " loading " and available for this road had been expended. The road was only intended for a driving track, and in consequence has only been cleared and it was never intended to have money spent on its formation. From W. Cornfoot, on behalf of settlers interested, requesting the Council to take the necssary steps towards raising a ' loan for making roads, the following sections to be rated for such loan :— Nos. * 1, 2, 3, Block n ; Nos. Ito 5, Block VI ; Nos. 11 to 18, and Ito 7, Block V ; 76, 76, 77, 21, 20, 19, 18, Block IX. Also, guaranteeing cost of raising loan. The roads to be constructed being Awa road from Aldrich's section to Jefferiea' bouse with Branch road to the Oroua river and Pollock's road from where the Pohangina Small Farm Association 1 will make it to where metalled at Bailey's section. The Engineer, Mr Hayns, reported :— Mangaone riding — The two roadmen were making a good job of road to Mr , Bellve's ; it would cost £25, to widen for dray traffic, Finnis' track from Zig Zag road to Mr Johnston's whare ; he had instructed T.Taylor to repair Finnis' „ line leading to township, it haying been washed away. Pohangina riding— The loan proposal to borrow £4,668 was carried by a majority of 8 ; M. P. Mai had been instructed to fill in ruts on metalled road. Awahou riding — Mr Sinclair had finished the bridge ; the late rains had damaged the crossings to the several creeks, which were being attended to by roadmen. Tamaki riding— He went throgb. this riding from .Apiti ; the track is in good order, so far as it is made; something should certainly be none to make the two creeks safe for horse traffic ; there were, also, about 20 chains of bridle track that should be be formed on the Makiki road. Mangapikopiko riding — The contracts will soon be completed. Coal Creek riding— D. Burke had made good headway in metalling London's road. Apiti bridge— B. Poole had finished the approach to the ,- bridge site in a satisfactory manner. The roads generally throughout the country were in fair order. Mr D. Burke, contractor for metaling three miles of London's road, waited on the Council with a request that he should be allowed a little more per yard for the metal than his contract price. He had completed two miles, and in commencing the 'last mile he found that the metal "ran out" where they expected to get it, and be would now have to cart the metal from the river, which would entail a severe loss. His contract price was Is l|d per yard. When he tendered he did so in the belief that he could obtain metal by the road side. He asked that he should be allowed something under the next tender above his. After discussion, it was decided to allow Mr Burke Is 6£d per yard for the metal on the last mile, providing there was no metal by the roadside. This was under the next tender above his. Resolved, That the clerk be instructed to write to the Commissioner of Crown Lands, asking him to have the purpose of the metal reserve, No. 78, Block 9, changed to a cemetery reserve. Resolved, That the printed erata of bye-laws be adopted. — Resolved, That the Engineer be in* str acted to have a sound stringer placed in the Pohui bridge m place of the one condemned by him. Resolved, That Mr Hayns be appointed presiding officer of the meeting of rate* payers to be held on January 25th, to consider loan proposal for the Pohan* gina township. Proposed by Cr Wagstaff , seconded by Cr Bell, That sections 1, 2, 3, Block II ; sections 1, 2, 3, 4, 5, Block VI ; sections 18, 17, 16, 15, 14, 13, 12, 11, 7, 6, 5, 4, 2, 1, Block V ; Nos. 76, 77, 21, 20, 19, 18, i Block IX, be formed into a special rating district for the purpose of raising a loan, ; proposals for which are to be prepared I by the Engineer as early as possible.—* Carried. Resolved, That the Engineer measure the extra culverts, if any, on contract No. 74, Main ridge road, Mangapikopiko riding, and report the same at the next meeting of the Council. I Resolved, That the following transfers be placed upon the rate roll : — From G. R. Richards to Geo. Watson for sections 18, 19, 20, Pohangina township ; section 15, Block V, Pohangina, from J. Aitken to W. S. Porthouse ; section 33, Pohan* gina, from E. Palmer to M. P. Mai. Proposed by Cr Fraser, seconded by Cr Dickin, That Mr J. G. Browne be informed that as the piece of road that he requires formed is part of the road that is to be done by loan money, and as the Council has received none of the loan money they are not in a position to grant Mr Browne's request, but if Mr Browne is willing to do the work under the supervision of the Council's Engineer, the same to be passed by him and that he (Mr Browne) be paid according to the Engineer's estimate as soon as the loan money comes to hand.— Car* ried. Resolved, That fresh tenders be called -, for the right of collecting dog tax and metalling 150 chains Main Cross road, Mangapikopiko riding ; tenders to be in by next meeting.' Resolved, That the following tenders be accepted ;— For metalling 145 chains Upper Cross road Mangapikopiko riding, Chas. Phillips, £205 15s 8d ; for metalling about 1 mile forest reserve, Tamaki - riding,. T. McCarthy, Is 3£d per yard. Accounts were passed lor payment and tlio Council adjourned. V
