It is understood the President and his advisers are strongly opposed to the Bond Bill Mt Carlisle, Secretary ot the Treasury, has informed the Committee of Ways and Means that the condition of the Treasury is serious, and it is necessary for Congress to declare that all obligations be paid in gold. The committee refused to consider this proposal. Senator Hill suggested the issue of golden and silver bonds at the option of the Treasury. December 29. The House of Representatives has passed the Bond Bill, including the issue of debt certificates, and then adjourned until January 6th. The Senate will on Tuesday next discuss tho Tariff proposals in Committee. New Yokk, Dec. 29. * The Foreign Committee reported in favor of Mr Bayard, ambassador iv England, in regard to his rocont utterances on the domestic policy of the United States, and the House adopted the report. It is probable Brazil and other South American Republics will join Venezuela if the latter goes to war. A British Chartered Company is being formed iv British Guiana to work that part of the territory claimed by Venezuela, lying between Esscquibo River and Schomberg Line.
