MR GLADTTONE APPELED TO. STOCKS CONTINUE TO FALL. j (Per Press Association). London, Dec. 20. The London, Provincial, and European Exchanges closed last night more quietly, but heavy sales were effected. The Standard's correspondent wires that stocks in New York continue to fall. The Baltimore merchants petitioned Congress to arbitrate on Cleveland's second message, and was badly reiceved. The President has signed a Bill appointing a commission of members of which will probably visit Madrid and Hagne, to examine the ancient record bearing on the subject. It is stated that High officials have informed Washington Government the researches of the commission will probably Confirm England's claim. Nfw Yobk, Dec. 22. The World implored Mr Gladstone to speak words of peace, and fellowship, to soothe the passions of the Americans. Mr Gladstone cabled tbat he dare not interfere. Only common sense was required. Paris, December 22. Le Temps thinks it andacious to suppose England will abide by the finding of a self-appointed commission. Washington, December 22. Congress referred tbe Presidaut's second message to the committee of Ways and Means and adjourned tiU Monday.
