December 20. Although the attitude adapted by the United States is mildly bellicose, a pronounced feeling of war is avoided. Ex* Mayor Hewitt condemns the President's message. He advises that the United States should press for arbitration. The London Exchange wired to the New York Exchange that, in the event of war, special steps should be taken to prevent excursion steamers hampering the movements of British warships.
