Pohangina County Council.

The ordinary monthly meeting of the above was held at their offices, Pohangina, on Saturday last. Present— Crs. H. Dickin (chairman), W. Vicary, E. Bell, A. A. Wagstaff, C. Selby and H. Fraser. The minutes of the previous meeting were read and confirmed. From Cr. R. W. Brown, asking for leave of absence from this meeting. — Granted. Correspondence was received and dealt with as follows :— From B. Poole, stating he would finish his contract in about ten days and asking that the amount of contract should be passed for payment and held nntil the work was passed.— Could not entertain request. From Cr. Vicary stating the ratepayers, at. a public meetiug, had decided in favor of proposals for loans of £929, £120 and i.1200. From F. Owen, re instructions for survey work through sections 45 and 46. From W. G. Haybifctle, asking that a culvert be put in across the road near the boundaries of Mr Harrison's and his sections on Zigzag road. From D. Johnson, requesting that his thirds be hypothecated tv paying the special rates on loan raised or to be raised for road work. From Rangitikei County Council forwarding resolutions disapproving of proposed Local Government Bill. From A. J. Tox ward, asking the Council to erect sheep bridges over the PobaDgina river. — The matter of erecting a bridge had been under consideration for some time. From Lowes and Jarvis, offering £15 for the totara on the reserve near the Apiti ford or Is 3d per 100 superficial feet. From E. Gascoigne, asking permission to erect fence on road. — That permission be granted subject to approval of Engineer and that ifc must be removed at once on notice being received from the Council to that effect. From G. E. Sanders, re the proposed road through Mr Maxwell's property and objecting to the proposed alternate road to connect with Kimbolton road owing to having to cross the Oroua river. From J. Tapp, asking, for lease of gravel reserve adjoining W. Ashworth's property. — Will be granted lease when reserve is vested in Council. From W. Cornfoot, on behalf of petitioners for road through Mr Maxwell's, skating that, with one exception, all those signing petition against it would not use proposed road or pay special rate for its construction. From G. S. Mowat, applying for position of inspector where metal is to be placed on road in Mangapikopiko riding.— Referred to Engineer. From the following, accounts for felling bush on road lines: — S. Hall, ill ss; M. T. Holland, £6 12s ; R. Hart, £6 ; J. B. Mcßean, £6 6s ; B. Poole, £3 17s 6d. From J. and M. McLeod asking permission to fell bnsh on road line. From J. and J, Johnston, asking that a 10ft formed road be made to their sections, numbers 71 and 72, Pohangina. — Engineer to inspect the road and estimate cost of same, and report at the February meeting. From Clerk Palmerston North Hospital Board, applying for this Council's share of levy, £72 19s. The Engineer, Mr H. J. Hayris, reported : — The roads throughout county were in fair order. The contracts in the Mangapikopiko riding were drawing to a close. Contract for bridge approach at Oroua river would be finished in about a fortnight. He had been employed for some time during the month on the plans for the Apiti bridge and they are now in a forward state. He had written to the Commissioner of Crown Lands and sent a copy of plans and specifications of the bridge for his approval, but up to date had receiyed no reply. Also, he had applied to the Treasury for the loan of £992 for this work, but no reply had been received. He suggested calling for tenders for metalling through the totara reserve. A petition was presented by Cr A. A. Wagstaff, signed by eighteen ratepayers in the Pohangina riding praying that the whole of the sections in the Pohangina township be formed into a special rating district for the purpose of raising a loan for the construction of roads and bridges, the loan to be for not more than £1000. Special orders were confirmed relative to striking special rates to cover interest on loans of £2257 (Awahou riding), £3903 (Turakina riding) and £300 (Coal Creek riding). Resolved, That the former resolution passed granting Councillors the right of spending £10 be limited to extraordinary works and not to include new works. Resolved, That tenders' be called for collecting the dog tax ; collector to state lump sum, and to find everything. Tenders to be in by next meeting. Resolved, That the secretary be instructed to inform Mr F. Owen that the old road through sections 45 and 46, block X, Pohangina, is to be closed and instruct Mr Owen to give plans to Mr Sandilands to deal with. Resolved, That F. Hagoer's deposit of £1 be forfeited on contract number 60, Mangapikopiko riding, and it be transferred to general account of same riding. Resolved, That a slaughter license be granted to E. Bell for the purpose of slaughtering great and small cattle on section 8, block XI, Pohangina. Proposed by Cr Fraser, seconded by Cr Wagstaff, That tbe secretary write to the Minister of Lands and member for the district, and ask for a grant of £150 towards constructing a road round the bluff in the totara reserve, being main road, Tamaki riding, which was lately washed away by the Pobangina river. — Carried. Proposed by Cr Vicary, seconded by Cr Dickin, That the Engineer call tenders for the erection of tbe Apiti bridge, tenders to be in by the February, 1896, meeting. Tender* to be advertised in tbe Rangitikei Advocate, N.Z. Times and Manawatu Standard.— Carried. Resolved, That the Secretary be instructed to apply to the Colonial Treasurer for the snm of L3OOO, being balance of this year's loan money, to be allocated as follows :~Coal Creek riding, L 30 0; Tamaki riding, L 130 0; Awahou riding LI4OO. Proposed by Cr Dickin, seconded by Cr Selby, That this Council agree entirely with the resolutions passed by the Rangitikei County Council on the proposed Local Government Bill. — Carried. Proposed by. Cr Vicary seconded by Cr Bell, That the engineer call for tenders for metalling about 145 chains Upper Cross Road east ; also, for forming and metalling about 15 chains Main Cross Road east, Mangipikopiko riding. Tenders to be in by next meeting of the Council, January 1896. — Carried. Resolved, That the following alterations be made on rate roll: — Henry Bunre, in place of Miss Taylor for section 11, block VII, Apiti, and sections 177 and 47, Apiti township ; Isabella C. Rankin for sections 5 and 5 Apiti in I place of D. McKenzie, also, sections 11 and 12, Apiti, in place of E. Good behere; J. and M. McLeod for section 5 Blook V, Gorge S.D. iv place of R. Print :. also, W. S. Milverton for section 8, suburban, Pohangina, in place of J. McKenzie ; J. B. Mcßean in place of Monekton for section 1, block XVI, Apiti I H. E. Tilby in place of S. Resolved, That Lowes and Jarvis be informed that this Council cannot sell tbe totara on the Apiti bridge reserve as it is intended to use the same for the erection of the said bridge. The Conn* cil will be pleased to negotiate for tbe sale of any totara left after the bridge is erected. Resolved, That the- Council's office be. closed from the 20th December to Jan* vary 3rd ; also, that the Engineer be granted his Christmas holidays between the above dates. ' '*' Resolved, That Messrs Adsettand Co. not having replied to the letter from the Council asking for payment of cost of repairing road damaged by them, the Clerk be instructed to consult Council's solicitor for the purpose of taking legal proceedings to recover same. Resolutions were passed giving notice of the intention of the Council to confirm special orders on February Bth, 1896, striking special rates for the purpose of conveying interest on this Council's share of loans for constructing Onepnhi bridge (£152), and Eiwitea river bridge within Feilding Borough (£1115) ; constructing 26 chainß of Main Cross road in Mangoira Coal Creek Block (£120), and 240 chains Upper Crossroad ! Mangapikopiko Riding (£1500). Resolved, That Mr Holland atd J. B. Mcßean be paid for bushfelling on road line ; and that Mr Hart be informed ; that payment will be made after loan . proposals are carried and the work pas. i sed by the Engineer.
