Feilding Borough Council.

The regular monthly meeting of the above was held last evening, Present— His Worship the Mayor (Mr W. A. Sandilandß), Crs A. R. Allan, J. Gould, Cr. W. Fowles, W. A. L. Bailey, &. Worsfold, E. ' „ Correspondence was received and dealt with as follows : — From C. Lucas, Inspector of Nuisances, a report. From T. F. Gibson, Town Clerk Foxton Borough Council, expressing surprise that this Conncil should appoint V representative on the Hospital and Charitable Aid Board, he claiming it was their turn by agreement to appoint a representative. — Election over. From H. Worsfold, Secretary Fire Brigade, applying for their subsidy^ of £25.— Amount to be paid. : ' : I From the following applications for change of names on rate roll :— T.'Byan and F. Thompson, from former to Utter - for section 185, suburban ; J. H. Stevens and F. Thompson, for sections 141 and 142, from latter to former ; ,G. £• John- ' ston in place of F. W. Treseder ; E. J. Allen and G. Q. Hubner, from latter to former for section 193; Joseph requesting that Mrs M. West's name be placed on roll for section 546—Alterations cannot bo made as election is pending. . From the committee appointed to fix duties of a borough inspector, the Mayor (W. A. Sandilands), Crs Bailey and Allan, submitted a report to the'effectihat such officer should be Inspector of Nuisances and Vehicles, Registrar of dogs and any other duties the ooiractt } shall from time to time require. - ;-) From Jane Turner, applyinjg for posi-> tion of cleaner for new municipal buildings. FromJ. Saunders, stating that Mr Jas. Malcolm was his agent on the Kiwi* tea bridge contract. - From Ti W. K. Foster! informing Council he intended to claim for dam* ages for a mare injured by a broken culvert in Sherwill street—Letter to lay on table until enquiries are made.* . r From J. N. Cleland, -stating that if the council diverted stream, through his property he would require the banks to be protected.— Offer not accepted. From O. C. Cooper, secretary to Electric Lighting scheme committee, stating the following were the concessions the proposed company would require in the event of the Council finding itself unable to adopt a scheme for lighting the box* ough with electric lighting:— (l) The sole right to lay mains through and ores all streets for a term of 21 years for lighting, heating and power, and the - right to continue thereafter without a monopoly. (2) The conncil to contribute £100, per annum towards the proposed company for street lights at the rate of 2s per week 'for each, 16 candle power lamp or its equivalent.' (8) The council to pay for its own mains and installations. (4) The Council toobtain the necessary authority by^ local Art of Parliament which Act,- in the opinion ~ of the Member for the District can be passed if drafted by the Borough solicitor almost free of coat. (5) The conn* cil to have the right, at any time after the electric light has been in use for ten years, upon giving six months notice, to purchase the whole of the plant , and rights of the company at a capital sum which would, if invested at 5 per cent; yield a return equal to the profit earned by the company during the ore- ' vious year. But such sum shall in no case be less than what the properties of the company have cost. 3 i The Mayor reported that the tab* committee appointed to consider the, electric lighting proposal had bean unable to meet yet. The Public works Committee recommended. (1) That the footpath in Warwick street be completed from Ximbolton road to Bowen street, and the owners "of adjoining properties charged half cost thereof. (2) That in, future all footpaths be kerbed with ooncrete. (8) The committee beg to call the attention' of the Council to the fact that the floor of the new engine shed is too high; and that it will be very difficult if not impossible to get the engine m and out of the ssom, and would suggest that thf floor be removed of sufficient width for the engine, and the apace filled, with gravel to the - level of the footpath, and, if possible, faced With concrete. (4) With reference to Mr Cobbe's applieacion the eommittat recommend that a culvert be put across Manchester street at Bowen stteet to intercept storm water. From the Mayor, pointing ent that it was mandatory on the borough treasurer and collector finding sureties for ths faithful conduct of his duties. From the Finance Committae, -recommending accounts amounting to' £400 Is 3d be passed for payment.*— Adopted. A petition, Brostaied by Or ' Wfirsfbld, was received, protesting against ; the removal of the ball tower to the Court House site, and suggesting that it be either left- where it is or removed to the western corner of the square/ Proposed by Cr Bailey, seconded by Cr^ Saywell, That the Mayor's action in appointing Mr Niobolas to supervise the construction of the Siwitea bridge at 10s * per dav be confirmed."-- Carried. ' x Proposed by the Mayor, seoonded by Cr Allan, That the Tnasurar be re* quired to find securities for the faithful execution of his office in the sum of £900 with some proper Guarantee Company and that the premium be paid by thf Council.— Carned. Proposed by Cr Fowles, seconded by Cr Saywell, That the clauses 1, 8, and 4 of the report of the Public ' Works Com* mittee be adopted. — Carried. Resolved, That the Borough Council offices be closed from December 24 to to January Brd, and that ths next ordinary meeting of the Council be held on January Oth, instead of January 2nd. , Proposed by the Mayor, seconded by Cr Bailey, That the petition in refsrenoe ■> to ths firebell tower be ordered to lie on the Council table.— Carried. Resolved, That the Major be author* ised to arrange with the erehiteofi ire pro* greaa payment to the contractor, for ' the Municipal buildings to an amount not exceeding £150.
