The Chamber of Deputies, by a large majority, has passed a measure providing for the succession duties. The maximum amount is 20 per cent. St. Petersburg, Nov. 23. The Czar, in mitigating the religious bigotry of the officials, iasists that they should co-operate in the education of the masses. London, Nov. 22. At the fifty-fifth meeting of the Peninsula and Oriental Steam Navigation Company the directors will, after providing for the usual dividend on the preferred stock, recommend a dividend of 6i per cent, on the deferred stock. Mr John Morley, ex-Chief Secretary for Ireland, and who was defeated for .' Newcastle-on-Tyne at the general election, will contest the election for Montrose Burghs, which seat has been vacated by Mr J. S. Will, Q.C. (Radical), who was returned at the recent general election by a majority of 1132. The Dock Committee's store at Smithfield, holding 100,000 carcases, will be ready by the New Year. A remarkable ovation was given Mrs Keeley at the Lyceum on the occasion of her 90th birthday. Lord Salisbury refused the request of the hop traders for the imposition of a protective duty. The action brought by Samuels, a money lender, against Sievier, a bookmaker, ended in a fiasco, the plaintiff not putting in an appearance. Haulon won the 4th heat in the sculliug contest. Calcutta Nov. 22. The Viceroy of India, replying to an address, said all doubts were now re moved from the minds of the Indian Moslems regarding their treatment. They might expect that the efforts of the British authorities would be directed to serving the best interests of all classes and creeds under their rule.
