OFFENSIVE AND DEFENSIVE ALLIANCE.

FATAL BOAT ACCIDENT. (Per Press Association.) Melbourne, November 11. Speaking at the Mayoral luncheon, Lord Brassey said he looked forward to the time when an offensive and defensive alliance would be possible between all English speaking people.
